Once all of the workflow rules for a form version have been defined, you must enable them before you can start testing or using them. This extra step allows you to ensure that workflow rules and actions are not executed while they are in the process of being built or changed.
To enable the workflow rules for a form version:
Select a form version from the Form Catalog.
View or edit the Form Version Details for the selected form version.
Click the Workflow tab for the form version.
Check the Enable Workflow checkbox above the list of workflow rules.
Click the Save Changes button next to the checkbox.
After you enable the workflow rules for the form, you will notice that the Edit and Delete links next to each rule in the list become disabled. This is to ensure that the workflow rules for the form version aren't running while being created, edited, or removed.
Note: If you want to test your workflow rules and actions, remember that it is not necessary for the form to be published. Like other processing characteristics such as submission and signing, workflows will execute when you have them enabled for forms that are in the Staged lifecycle state. This enables you to make changes to the form and upload revisions of the form in the process of testing your workflow rules and actions without having to create new versions.
